Uno dei temi fondamentali della campagna elettorale di Trump è stato la promessa di attuare “la più grande deportazione di massa della storia degli Stati Uniti”. L’oggetto da deportare fuori dai confini statunitensi sono gli immigrati “illegali”. I numeri sparati da Trump e dal suo vice Vance sono stati variabili: 1-1,3 milioni l’anno, fino ad un totale di 15-20 milioni secondo Vance, un massimo di 22 milioni secondo il suo boss.
In realtà secondo gli stessi uffici federali ci sono attualmente negli Stati Uniti 11-13 milioni di immigrati/e illegalizzati/e, resi tali, senza documenti, dalla legislazione vigente che rende sempre più difficile la regolarizzazione. Sono concentrati, per quasi il 50%, in California, Texas e Florida. Si tratta di richiedenti asilo, rifugiati, dreamers (immigrati entrati da minorenni) e altri con un permesso provvisorio per lavoro, turismo o studio scaduto (gli overstayed). È una massa di lavoratori/lavoratrici occupati in agricoltura, edilizia, lavori di pulizia, giardinaggio, la fascia più schiacciata, ricattabile e priva di diritti del proletariato statunitense.
Su di loro si è abbattuta in questi mesi la furiosa propaganda razzista, cioè classista, della banda-Trump che ha ribadito alla nausea: sono avanzi di galera, portatori di violenza, fonti di degrado, malati psichici. “Siamo diventati una discarica. Il mondo ride di noi, perché diamo ospitalità a questa feccia”. Di qui il programma di “sanificazione” della società statunitense da attuare attraverso la deportazione di massa. Nel mirino ci sono anche 4,4 milioni di famiglie con un solo componente “illegale”. A loro gli umanitari trumpiani lasciano la scelta: farsi deportare tutti insieme, oppure dividersi abbandonando al suo destino l’“illegale”.
L’attacco di questi gangster è anche allo jus soli, cioè alla acquisizione della cittadinanza per il solo fatto di nascere negli Stati Uniti. Vogliono cancellarlo. E siccome è posto nella Costituzione (14° emendamento, uno dei tre emendamenti introdotti dopo la guerra civile), stanno affilando le armi per riuscirci. Del resto, per nessun democratico o demo-fascista la legge è invalicabile.
Razzismo di stato. Terrorismo di stato. Per costringere milioni di proletari/e a vivere nella paura, nel terrore, nel silenzio, nell’invisibilità sociale, qualsiasi sopruso e privazione li colpisca.
Ma è realizzabile una deportazione di massa di 11, 13, 15, 20, 22 milioni di immigrati? Sicuramente no. Finora il record, in tempi recenti, è detenuto dal celebre premio Nobel Barack Obama con 435.000 deportati nel 2013. C’è però un lontano antecedente, a cui il grande-uomo-spazzatura-Trump si richiama: l’operazione Wetback, compiuta nel 1954 dal repubblicano Eisenhower, che trasferì forzatamente oltre confine 1.074.277 cittadini messicani. Nel contempo, piccole gang di bravi cittadini americani si occupavano di far entrare negli Stati Uniti altri immigrati “illegali” da super-sfruttare…
Quel programma fu rapidamente abbandonato perché l’Amerika, nazione di immigrati fondata sul genocidio dei nativi, ha un bisogno vitale di forza-lavoro immigrata, tant’è che nel 1965 la popolazione nata fuori dagli Stati Uniti era il 4,7% del totale (per lo più di origine europea), mentre ora è al 15,2%, pari a 46,2 milioni (per l’88% di origini non europee). E ha una necessità altrettanto vitale che una parte di questa massa di immigrati sia illegalizzata, quindi costretta a vendere la propria capacità di lavoro al di sotto del valore medio della forza lavoro immigrata, che è sempre mediamente al di sotto del valore medio della forza lavoro autoctona.
Attenzione, però, a credere che la promessa di Trump della “più grande deportazione della storia degli Stati Uniti” si ridurrà ad un gigantesco bluff. Non è affatto così. Si parla già di coinvolgere il Pentagono nell’operazione, di creare veri e propri campi di concentramento (“vast holding facilities”), o di usare strutture militari per la reclusione degli “illegali”, primo passo per la deportazione fisica oltre confine; si discute su invadere temporaneamente il Messico se non coopererà a dovere. Il fanatico attivismo con cui Musk sta attribuendo il patentino di autentici “patrioti” ai vari Meloni, Farage, Orban, ai capi dell’Afd, tutti schierati in prima fila nella guerra di classe agli emigranti e agli immigrati, ha già dato una dimensione internazionale a questa crociata schiavista.
Non torneranno indietro. Del resto è stata l’amministrazione Biden a pavimentare la strada a questo attacco forsennato, imponendo severissime restrizioni al diritto di asilo, rendendo più difficile ottenere un visa per l’accesso regolare, deportando nei suoi 4 anni di presidenza più immigrati di quanto fece Trump nel suo primo quadriennio. E poi c’è una lunga, gloriosa tradizione di leggi contro gli immigrati a cui Trump e soci possono rifarsi. A cominciare da una legge del 1803 contro gli haitiani (protagonisti in quegli anni della prima gigantesca rivolta contro i poteri coloniali). A seguire le leggi del 1875 e 1882 contro i cinesi, l’Immigration Act del 1903 contro gli anarchici, l’Emergency Law del 1921, poi rafforzato nel 1924, che introdusse il sistema delle quote su base “etnica” o nazionale. Il razzismo di stato anti-immigrati è una componente fondamentale del razzismo sistemico di cui gli Stati Uniti sono imbevuti. Solo a metà anni ‘60, nel pieno dell’egemonia mondiale della super-potenza yankee, le misure restrittive e selettive furono largamente allentate, sia per i bisogni di un’economia ancora scoppiettante, sia per l’impatto del movimento dei neri per “i diritti civili”.
C’è chi si è già portato avanti. Non si tratta solo delle pattuglie armate di vigilanti che da decenni ormai perlustrano il confine con il Messico, libere di sparare a vista a chiunque, sicure dell’impunità. Il geniale governatore del Texas Gregg Abbott (un giurista) ha pensato bene di disseminare il Rio Grande, che segna il confine con il Messico, di una quantità di sfere metalliche munite di lame taglienti tali da non poter essere scavalcate, né oltrepassate passandovi sotto, senza ferirsi in modo grave.
L’Amerika che nei passati decenni ha perso industria, peso e legittimità ideologico-politica in una parte crescente del mondo. Che da prestatore di ultima istanza è diventato il debitore di ultima istanza, sempre più dipendente dall’estero per merci e capitali di prestito. Che gode di invidiabili primati mondiali in fatto di morti per droga, suicidi, alcolismo. Che vede ridursi l’età media della durata della vita per i maschi bianchi, il solo paese in Occidente. Che un passo dopo l’altro sta praticamente cancellando il diritto all’aborto. Il paese dei primati di obesità, delle stragi con armi da fuoco, dei due milioni di carcerati. Il paese della spaventosa polarizzazione sociale della ricchezza, che il Trump-2 radicalizzerà ulteriormente. Questa Amerika ha finalmente scoperto l’origine di (quasi) tutti i mali e le patologie sociali: gli immigrati “illegali” (undocumented). Il capro espiatorio ideale perché ha pochi mezzi per auto-difendersi, se non la lotta organizzata a cui gli è difficile, per le sue condizioni di esistenza, arrivare. Con una deportazione di massa di questi depravati, l’Amerika tornerà “Great Again”, brillerà di nuovo di grandezza e potenza.
Questa guerra degli stati capitalistici agli immigrati l’abbiamo analizzata e indicata da anni come una “questione-chiave per un nuovo movimento operaio”, dedicando ad essa il n. 3 de “Il cuneo rosso” (**). In seguito abbiamo in parte allentato la morsa per la sordità diffusa alla tematica, rimasta viva solo nelle lamentazioni umanitarie intorno all’azione delle ong che ci sono aliene. Peggio: in questi ultimi anni abbiamo dovuto sopportare che personaggetti di “sinistra” si infatuassero per la Brexit, per l’Italexit, per la Wagenknecht (qualcuno perfino per il primo Trump…), bevendo come acqua di fonte alpina tutta la melma tossica nazionalista e anti-immigrati contenuta in queste prospettive. Mai, comunque, abbiamo sospeso la nostra battaglia contro di loro.
Ma ora è il momento di tornare a battere con insistenza il chiodo: l’aggressione agli immigrati “illegali”, illegalizzati dalle normative studiate ad hoc, è un’aggressione a tutta la classe lavoratrice. Perché punta a scagliare i proletari autoctoni contro gli immigrati, a creare tra loro barriere di disprezzo, di odio, di incomprensione, così come tra le nazionalità dell’immigrazione e dentro queste stesse nazionalità (tra i lungo residenti e i nuovi venuti). E tali spaccature sono il segreto della stabilità (o della ri-stabilizzazione) del potere del capitale, sui luoghi di lavoro e nella società, non meno della contrapposizione tra occupati e disoccupati.
L’Amerika di Trump-Musk si mette ora alla testa di questa offensiva razzista, che ha un evidente contenuto neo-coloniale poiché inferiorizzati, criminalizzati, demonizzati sono, insieme con loro, i paesi e i popoli di provenienza degli immigrati più disagiati. Il suprematismo bianco è anche il contrassegno della guerra genocida che Israele sta conducendo a Gaza e oltre. E in esso si riconosce la banda di oligarchi e di loro cani da guardia che sta per insediarsi alla Casa Bianca, pronta a portare fino alle estreme conseguenze l’appoggio ad Israele come potere-modello nel trattamento dei “popoli di colore”. Tanto quanto un Milei può essere indicato a modello di tagliatore spietato della spesa sociale e dei diritti conquistati dai lavoratori.
Tutto si tiene nel programma della nuova amministrazione: guerra commerciale, riarmo illimitato, attacco brutale alla spesa sociale, aggressione agli immigrati, aggressione alla classe lavoratrice, e – non poteva mancare – ai comunisti. Infatti, nelle sue promesse elettorali non c’è stata solo l’intenzione (poco seria) di perseguire e sbattere in galera i suoi avversari politici appartenenti all’élite, a cominciare da Biden. C’è stata anche un’altra promessa: deportare i comunisti e i marxisti. Alla lettera: “Ordinerò al mio governo di negare l’ingresso a tutti i comunisti e a tutti i marxisti. Ma il mio problema è questo: cosa fare con quelli che sono già qui, che sono cresciuti qui? Penso che dobbiamo varare un nuova legge per loro” (*). Anche in questo caso potrà far ricorso alla buona tradizione amerikana che vede gli attacchi contro gli immigrati procedere di pari passo con gli attacchi alla classe operaia in generale e a comunisti, socialisti e anarchici.
Il seguito popolare di questa crociata razzista, suprematista, colonialista, negli Stati Uniti è ampio, ma non va enfatizzato perché è notoriamente variabile. Ai tempi delle lotte dei neri a metà anni ‘60, ed ora di nuovo nell’anno di Black Lives Matter, era ai minimi storici. La variabile decisiva è sempre la lotta, la lotta organizzata e cosciente degli sfruttati. Chi si lascia abbagliare dalla potenza mediatica senza precedenti di cui gode al momento il messaggio di guerra trumpiano resterà sorpreso.
Benché qui pochissimi compagni/e ne siano a conoscenza, gli Stati Uniti hanno visto nel 2006 il più grande movimento di lotta degli immigrati della loro storia, che ha rinverdito la grande storia delle lotte del proletariato immigrato in questo paese che ha nel 1° maggio 1886 una data-simbolo di portata mondiale (e non solo per la lotta per le 8 ore). Contro il disegno di legge Sensenbrenner che avrebbe trasformato in criminali i dodici milioni di immigrati senza documenti, si formò in progressione un moto di protesta “internazionale” (che percorse cioè tutti gli stati dell’Unione) che culminò nel grande sciopero dei lavoratori e delle lavoratrici immigrati del 1° maggio, il primo sciopero “internazionale” della storia statunitense. In questo modo, a distanza di 120 anni, il 1° maggio è stato reimportato negli Stati Uniti come giornata di lotta proletaria multirazziale e multinazionale.
Ci aspettiamo che questo nuovo forsennato attacco trovi la risposta di lotta che merita. Non l’attendiamo con le mani in mano. Il nostro contributo è chiamare qui alla lotta contro il corrispettivo trumpiano in Italia: la politica del governo Meloni di deportazione in Albania dei richiedenti asilo (benché finora finita nel ridicolo) e la politica europea-italiana di incrementare i campi di concentramento alle frontiere e le morti in mare e nel deserto, che sta invece riuscendo in pieno, benché queste morti siano coperte dal silenzio servile dei mass media. Della legge DDL-1660 contro cui siamo impegnati da mesi, è stata largamente sottovalutata la valenza contro gli immigrati, sia quelli a piede libero che detenuti nelle carceri e nei CPR, ancora una volta bersaglio speciale di leggi speciali. Bisogna sanare questo deficit.
Chi tocca uno, tocca tutti!
Trump’s war on immigrants
One of the key themes of Trump’s election campaign was the promise to carry out “the largest mass deportation in the history of the United States”. The object to be deported outside the US borders are “illegal” immigrants. The numbers fired by Trump and his deputy Vance have been variable: 1-1.3 million a year, up to a total of 15-20 million according to Vance, a maximum of 22 million according to his boss.
In reality, according to the same federal offices, there are currently 11-13 million “illegal” immigrants in the United States, better: illegalized, made illegal, without documents, by current legislation that makes regularization increasingly difficult. They are concentrated, for almost 50%, in California, Texas and Florida. They are asylum seekers, refugees, dreamers (immigrants who entered as minors) and others with an expired provisional permit for work, tourism or study (the overstayed). It is a mass of workers employed in agriculture, construction, cleaning work, gardening, the most crushed, blackmailable and disenfranchised segment of the American proletariat.
In recent months, they have been hit by the furious racist, i.e. classist, propaganda of the Trump-gang that has reiterated ad nauseam: they are leftovers from prison, bearers of violence, sources of degradation, mentally ill. “We have become a landfill. The world laughs at us, because we give hospitality to this scum”. Hence the program of “sanitization” of US society to be implemented through mass deportation. There are also 4.4 million families with only one “illegal” member in the crosshairs. Trump’s humanitarians leave them the choice: to be deported all together, or to split up, abandoning the “illegal” to his fate.
The attack of these gangsters is also on jus soli, that is on the acquisition of citizenship by the mere fact of being born in the United States. They want to erase it. And since it is enshrined in the Constitution (14th Amendment, one of three amendments introduced after the Civil War), they are sharpening their weapons to achieve it. After all, for no democrat or demo-fascist is the law insurmountable.
State racism. State terrorism. To force millions of proletarians to live in fear, terror, silence, social invisibility, whatever abuse and deprivation strikes them.
But is a mass deportation of 11, 13, 15, 20, 22 million immigrants achievable? Surely not. So far, the record, in recent times, is held by the famous Nobel Prize winner Barack Obama with 435,000 deported in 2013. There is, however, a distant antecedent, to which the great-garbage-man-Trump refers: Operation Wetback, carried out in 1954 by the Republican Eisenhower, who forcibly transferred 1,074,277 Mexican citizens across the border. At the same time, however, small gangs of good American citizens were in charge of bringing other “illegal” immigrants into the United States to be super-exploited…
That program was quickly abandoned because America, a nation of immigrants founded on the genocide of the natives, has a vital need for an immigrant workforce, so much so that in 1965 the population born outside the United States was 4.7% of the total (mostly of European origin), while now it is 15.2%, or 46.2 million (88% of non-European origin). And it has an equally vital need for a part of this mass of immigrants to be illegalized, therefore forced to sell its labor capacity below the average value of the immigrant labor force, which is always on average below the average value of the native labor force.
Beware, however, of believing that Trump’s promise of the “largest deportation in U.S. history” will be reduced to a gigantic bluff. This is not the case at all. There is already talk of involving the Pentagon in the operation, of creating real concentration camps (“vast holding facilities”), or of using military facilities for the imprisonment of “illegals”, the first step for physical deportation across the border; there is discussion about temporarily invading Mexico if it does not cooperate properly. The fanatical activism with which Musk is attributing the license of authentic “patriots” to the various Meloni, Farage, Orban, the leaders of the AfD, all lined up in the front row in the class war on emigrants and immigrants, has already given an international dimension to this slave crusade.
They will not go back. After all, it was the Biden administration that paved the way for this frenzied attack, imposing very severe restrictions on the right to asylum, making it more difficult to obtain a visa for regular access, deporting more immigrants in his 4 years of presidency than Trump did in his first four years. And then there is a long, glorious tradition of anti-immigrant laws that Trump and his associates can refer to. Starting with an 1803 law against Haitians (protagonists in those years of the first gigantic revolt against colonial powers). This was followed by the laws of 1875 and 1882 against the Chinese, the Immigration Act of 1903 against anarchists, the Emergency Law of 1921, then strengthened in 1924, which introduced the quota system on an “ethnic” or national basis. Anti-immigrant state racism is a key component of the systemic racism that the United States is imbued with. Only in the mid-60s, at the height of the world hegemony of the Yankee superpower, the restrictive and selective measures were largely relaxed, both for the needs of a still crackling economy and for the impact of the black movement for “civil rights”.
There are those who have already come forward. It is not just about the armed patrols of vigilantes who have been patrolling the border with Mexico for decades now, free to shoot anyone on sight, sure of impunity. The brilliant governor of Texas Gregg Abbott (a jurist) has seen fit to litter the Rio Grande, which marks the border with Mexico, with a quantity of metal spheres equipped with sharp blades such that they cannot be climbed over, nor passed under them, without seriously injuring themselves.
Amerika that in the past decades has lost industry, weight and ideological-political legitimacy in a growing part of the world. Which from lender of last resort has become the debtor of last resort, increasingly dependent on foreign countries for goods and loan capital. Which enjoys enviable world records in terms of deaths from drugs, suicides, alcoholism. Which sees the average age of life span for white males shrink, the only country in the West. Which step by step is practically canceling the right to abortion. The country of obesity records, of massacres with firearms records, of two million prisoners. The country of the frightening social polarization of wealth, which Trump-2 will radicalize further. This Amerika has finally discovered the origin of (almost) all social ills and pathologies: the “illegal” immigrants (undocumented). The ideal scapegoat because they have few means to defend themselves, except for the organized struggle to which it is difficult, due to his conditions of existence, to arrive. With a mass deportation of these depraved people, Amerika will return “Great Again”, shine again with grandeur and power.
We have analyzed this war of the capitalist states on immigrants for years as a “key question for a new workers’ movement“, dedicating to it no. 3 of “The Red Wedge” (**). Later we partly loosened the grip for the widespread deafness to the issue, which remained alive only in the humanitarian complaints about the action of NGOs that are alien to us. Worse: in recent years we have had to put up with “left-wing” people becoming infatuated with Brexit, Italexit, Wagenknecht (some even with the first Trump…), drinking all the toxic nationalist and anti-immigrant slime contained in these perspectives like water from alpine springs. However, we have never suspended our battle against them.
But now is the time to insistently hammer the nail again: the aggression against “illegal” immigrants, illegalized by the regulations designed ad hoc, is an attack on the entire working class. Because it aims to turn the native proletarians against immigrants, to create barriers of contempt, hatred and misunderstanding between them, as well as between the nationalities of the immigrant and within these same nationalities (between the long-term residents and the newcomers). And such splits are the secret of the stability (or re-stabilization) of the power of capital, in the workplace and in society, no less than the opposition between the employed and the unemployed.
Trump-Musk’s Amerika is now at the head of this racist offensive, which has an evident neo-colonial content since the countries and peoples of origin of the most disadvantaged immigrants are inferiorized, criminalized, demonized along with them. White supremacism is also the hallmark of the genocidal war Israel is waging in Gaza and beyond. The gang of oligarchs and their watchdogs that is about to take office in the White House recognizes in it, ready to take support for Israel as a model power in the treatment of “colored peoples” to the extreme. As much as a Milei is for them a model of ruthless cutter of social spending and the rights won by workers.
Everything is kept in the program of the new administration: trade war, unlimited rearmament, brutal attack on social spending, aggression against immigrants, aggression against the working class, and – of course – the communists. In fact, in his electoral promises there was not only the (not very serious) intention to prosecute and throw in jail his political opponents belonging to the elite, starting with Biden. There was also another promise: to deport the communists and Marxists. To the letter: “I will order my government to deny entry to all communists and all Marxists. But my problem is this: what to do with those who are already here, who grew up here? I think we have to pass a new law for them” (*). Also in this case he will be able to resort to the good Amerikan tradition that sees attacks against immigrants proceed hand in hand with attacks on the working class in general and on communists, socialists and anarchists.
The popular following of this racist, supremacist, colonialist crusade in the United States is large, but it should not be emphasized because it is notoriously variable. At the time of the black struggles in the mid-1960s, and now again in the year of Black Lives Matter (2020), it was at an all-time low. The decisive variable is always the struggle, the organized and conscious struggle of the exploited and oppressed. Those who allow themselves to be dazzled by the unprecedented media power enjoyed at the moment by Trump’s message of war will be surprised.
Although very few comrades are aware of it here, the United States saw in 2006 the largest movement of struggle of immigrants in its history, which revived the great history of the struggles of the immigrant proletariat in this country that has May 1, 1886 as a symbolic date of worldwide significance (and not only for the struggle for the 8 hours). Against the Sensenbrenner bill that would have turned the twelve million undocumented immigrants into criminals, an “international” protest movement was formed (that is, it traveled through all the states of the Union) that culminated in the great strike of immigrant workers on May 1st, the first “international” strike in American history. Thus, 120 years later, May 1 was reimported into the United States as a day of multiracial and multinational proletarian struggle.
We expect this new frenzied attack to find the fight response it deserves. We do not wait for it with our hands in our hands. Our contribution is to call here to the fight against the Trumpian counterpart in Italy: the policy of the Meloni government of deportation to Albania of asylum seekers (although so far ridiculous) and the European-Italian policy of increasing concentration camps at the borders and deaths at sea and in the desert, which is instead succeeding in full, although these deaths are covered by the servile silence of the mass media. The role of the DDL-1660 law, against which we have been working for months, has been largely underestimated against immigrants, both those on the loose and detained in prisons and CPRs, once again the special target of special laws. This deficit must be remedied.
Who touches one, touches all!
